This happened last night and has driven me crazy for years. I hate how the game clock begins to run again even after an offensive penalty. ASU had multiple penalties just after the fourth quarter started and the refs restarted the clock each time. They ran two plays over a 2:30 span.
If the defensive team is out of time outs, the offensive team could essentially run out the clock by committing a false start prior to every snap.
