Amongst schools and kids on the fence about going into the portal? How far off base is it to think someone from another school could back channel an NIL offer to a kid at another school?

In A&M’s NIL program - could a booster or someone looking to bring NIL money/offer to a player contact said player directly while still enrolled at another school? What’s stopping that? Or are they using someone like Spyre?
