I posted this in another thread, but I thought I might get some clarification if I bumped to the top of the board.
I'd like to know HOW it was even determined to "huddle" and decide forward progress was stopped. Who instigated the "huddle?" At least 1 official close to the play threw the bean bag indicating a fumble. I'm not sure if the 2nd official also close to the play threw the bean bag, but I know that both officials closest to the play followed the play from the scoop to the score. I thought forward progress was ONLY reveiwable when it included a line to gain such as a first down or TD. Assuming I'm correct about that not being reviewable, it would mean that the 2 officials closest to the play were over ruled by an official further away from the play. How does this happen?
