Not going to be popular but this is what I would do. (I hate CFB playoffs btw and think the BCS got it right most of the time)
16 Team Playoff
Power 5 Winners Auto-Bid
Group of 5 Winners Auto-Bid if they meet certain requirements.
10+ wins, 2 wins minimum over Power 5 conferences. So if you are playing a shitty schedule you better schedule better OOC. This doesnt stop them from scheduling Vandy/Kansas but not every team can schedule bad Power 5 teams.
Finally the next 6 ranked highest teams and go back to the BCS ranking for them. For the most part the BCS got it right. Get rid of the committee. If only 3 from the Group of 5 meet the requirements you would take the next 8 highest ranked teams.
Power 5 teams get the top 5 seeds based on final rankings. Group of 5 and at large bids get the rest based on final rankings.
No longer does 1-2 losses kill your season. You will never have more than a 3 loss team and they will always be bottom of the seeding.
Finally I would have 10 bowls for the conferences and they would rotate opponents.

These bowls spreads the games out across the country and will give fans a new experience. The top 2 teams from the 10 conferences not in the playoffs get the spots.

Sugar Bowl - SEC 1 vs C USA 2
Rose Bowl - PAC12 1 vs AAC 2
Fiesta Bowl - ACC 1 vs Sun Belt 2
Orange Bowl - BIG10 1 vs MWC 2
Cotton Bowl - BIG12 1 vs MAC 2
Peach Bowl - SEC 2 vs Sun Belt 1
Music City Bowl - ACC 2 vs MAC 1
Citrus Bowl - BIG12 2 vs AAC 1
Texas Bowl - BIG10 2 vs C USA 1
Hawaii Bowl - PAC12 2 vs MWC 1
There would be a set schedule and eventually every conference would play in every bowl. So one year the SEC team would be in Hawaii. This would make it where 36 teams have a post season. Also winners of bowl games get 200k to split between scholarship players. Losers get 50k. If you are a starter and sit out, your share gets split between the other players if you get drafted, if you dont you get it.
One last thing, all teams that do not make this 36 and have at least a .500 record get to practice the month of Decemebr as a consolation prize. This will give those teams with 5 wins something to play for at the end of the year.
