Does the NCAA have some institutions in certain sports that are "too big to fail"?

It is clear that if the school name and coach are important enough to a sport, they can cheat as much as they want with no concern for real recourse. Is this because the schools just bring in too much money via advertising and sponsorship revenue? Is it because the NCAA needs the school so much they cannot afford to enforce the rules? Or, are they simply that inept?
