How I see it:

States were ill prepared.
Feds were ill prepared but at least had some ventilators.
Certain states started to be in danger of being overrun.
Tried to shift blame to the feds.
Feds stepped in and:
1. Delivered thousands of ventilators from the stockpile and voluntary/involuntary corporate partnership.
2. Added pop up hospitals via Army Corps of Engineers increasing bed count by tons.
3. Sailed in Naval hospital ships into two major ports.
4. Fast tracked vaccine and treatment efforts with the FDA.
5. Passed $2T economic relief package.

Not bad.
