Yes, what NC is doing is better recruiting with very good recruiters...
Look at what Tim Brewer is doing bringing him in from Big 10 for the Gators.

Answer, not with 3 stars under appreciated.....will work at Utah,Boise, Wisc, but AU,Ala,LSU,UF,Ga seem to chose 4/5 stars to recruit vast majority of the time...
UF has added a 5 star RB, 5 star WR, and 5* OLB via transfer in 2020...scary to me when Mullen (most VQer's think he's a goofball) get's recruiting near the Ga level.
