General FF Commish issue: Your thoughts

Playoffs start this week and consolation player drops Jimmy Graham and picks up Ladarius Green. Player in playoffs picks up Graham and player opposite of the pickup is crying foul.
Does this smell of foul play? If so,
what options does commish have?
