I need some help regarding the VA

I’ll try to make this short. My adult mother (age 70) lives in Nevada. She’s struggled with addiction for years and has isolated herself for the past 8. She has been to the VA 3 times this month and continues to voluntarily discharge herself. She has congestive heart failure and won’t take her medication.

she has a roommate who is to the point of not being able to care for her anymore. She is losing control of her bodily functions and her roommate is telling me it may be time for my mother to leave. To be honest, she needs something.

So, here are my questions.

1. What are my options? I don’t have any conservatorship or authority to make decisions. I’ve asked my mom multiple times for her to put me as a point of contact but she refuses. She knows if I can make decisions, she cannot.
2. Who can I call and will they talk to me?
Im a mental health professional, so I know what I can do regarding her emotional and mental health, but no clue what my options are here.
