I’d say essential workers would be road construction companies. While the roads are empty, go ahead and perform all kinds of backlogged jobs at a fraction of the time it would normally take. Would save billions in future investment if that same work was done in normal times. The city of Knoxville for instance has months worth of repaving that needs to be done desperately.
