The CDC has requested that states only report confirmed cases and that is what New York is doing. The extrapolations that they are making are for their own uses. From today's New York Times:

But Dr. Barbot said that the city would continue reporting only confirmed cases to the Centers for Disease Control and Prevention for its coronavirus tracker, because the agency requested those statistics.​
