Is construction on I-40 near Kingston still going on?

If so, what's the best alternate route? Highway 70 or Highway 27 to Highway 61? Or possibly another way? I'll be coming from the west at about 4:30 pm. Thanks in advance, Inordinate Vol, Sr.
