I think that she has had in mind all along who she intends to hire and she and her supporters have been going through this song and dance of "procedures" and search committee and criteria to justify her way so that the "Search Committee" will eventually "arrive at the conclusion".
Then, when and if the decision does not turn out well, there is no individual accountability because "they followed the process" and "it was a committee decision".
I, unfortunately have over a quarter of a century of dealing with and suffering under university administrators. I know how so many of them tend to operate.
