Is this rule just to hide NIL recruiting from the public?

If it is okay to give current players NIL deals but not okay for collective(now labeled a booster) to talk to high school recruits. Is this just not going to cause everything to be done behind closed doors.

Coaches, Mystery Man, Neighbor etc will be a middle man that will let the recruits know what kind of NIL contract they can sign when they get on campus. Now with transfer rule if they don't get the contract once on campus they will transfer and tell all other recruits don't trust that school.

So basically kids have been paid for years but it wasn't main stream and the public/fans could stomach it better. So this new rule is just to make it look like college football is FAIR.
