If your argument is 3 years to play minus 2 games, there is zero justification on the NCAA to pick which two games. In fact, it makes more sense to be the last two games of his career rather than the first. Things that make no sense on this:
1. If he played the entire year of 2017, he would be eligible right now with 2 years left.
2. If he was really good and left for the pros, they unfairly sat him 2 games as he wouldn't have used up his eligibility.
