First, let me say that I will be at the game. I live here and wouldn't miss it if at all possible. It isn't hard to figure out why the game isn't sold out though.
There are 2 factors at play here. Price and opponent. The ticket prices are pretty steep to watch the Vols play in a game that they will more than likely "woodshed" the opponent. Replace BG with an ACC team like Duke, North Carolina, etc and the game would have sold out very quickly. Add to the fact that BG will probably be bringing 1,000 fans and it makes it even worse.
If you want to play BG, then ticket prices need to be $50 for lowers and $25 for uppers. It is a fact that this game is way overpriced based upon the anticipated quality of the game.
The game being sold out isn't an indication that the Vols aren't still Nashville's team, because they are. This isn't an indication that the fanbase isn't excited about the season, because we are. Everyone needs to quit putting so much stock in and over-analyzing this situation.
