just moved into a 2950 Sq ft two story home today and after turning the power on the upstairs temp is showing 82F and downstairs thermostat shows 83F. I opened up the basement vents as they were closed. I reset the breakers to both the upstairs HVAC and the downstairs HVAC. I inspected the front to ensure there wasn't any debris clogging up the vent. All the windows have blinds and curtains to block as much hear out. The house is only 5-7 years old and when I visited about a month ago it was working fine. I'm scratching my head.
