New SEC Rules Proposal

I don't know if this is something y'all have heard about but there's a rumor going around that the SEC is moving to a model where:

--Only the top 2 teams from each division will be allowed to recruit players or practice prior to the first month of the season;
--These teams will receive all the monies from the SEC TV deals and revenue whether they are home or away, as well as will receive all the monies currently held by the other 12 teams;
--While the rules say "top 2 teams," the Commissioner will decide and has said these teams shall be Alabama and Florida (despite UGA being slightly ahead because the Commish doesn't like UGA);
--The other 12 teams will receive no money until the 3rd game of the season and then only if they run certain offenses and defenses approved by Alabama and Florida;
--The other 12 teams shall be subject to strict rules that do not apply to Alabama and Florida which can result in the immediate revocation of playing rights, the limited TV money they receive, and their ability to associate with the SEC;
--All referees, clock management officials and otherwise league officials shall be from or selected by Alabama and Florida;
--Alabama and Florida shall start with a 7-point lead and receive the option to receive or kick until week 7, when all teams will begin at 0-0 each and each team will have an equal right to call the coin flip; and
--Finally, during Week 13, one of the 12 teams will select a representative from them to be the Commish from weeks 14 - 15.

What do you guys think about the rules? Are they fair? Can Tennessee ever win in a model like this!?

I mean this is pretty harsh stuff.
