Yes, the thought of playing with an elite QB is huge and plays a big factor in kids coming here. The fact that the number 8 million is out there and actively being floated around/talked about is also playing a big deal. Kasper valuing himself differently than us goes to show that NIL > playing with a high profile QB for him. How many of these big time recruits that are giving UT a chance are driven to visit because of NIL and they know UT pays...and how many are doing it just for the competition of a big time QB.
