As far as I'm concerned, chains being moved in the 1st quarter shouldn't be treated any different than it is at the end of the game. It's a stupid rule IMO that the clock stops but it's been a rule forever. Why should the chain gang be in so much more of a rush at the end of the game than they are at another time? And the refs are in such a rush to restart the clock.

Either you have the rule or you don't. Don't treat it any differently at the end of the half or game than you do the rest of the time.
