? On the fair catch delay of game called on Kamara

I realize it doesn't matter cuz we beat that azz but I don't think it should have been a penalty. (14:20 left in the 4th if you want to see the play)The rule states that "protection terminates when the kick touches the ground."

So as I read the rule the fair catch was off when ithe ball bounced. If the protection terminates shouldn't he be allowed to advance the ball?
