The way I understand it. Since it was a change of possession and offsetting fouls the receiving team has two options. We can decline the penalty on the kicking team but our penalty still is assessed. So based on where the foul occurred on Banks that would have put the ball around the 5 yard line. Heupal decided this wasn’t best option. The other option is to replay the down, this is what Heupal chose to do.
