He is not calling the plays. So, if the OC refuses to call pass plays it is hard to develop a receiving corp. I imagine he wants a fresh rotation of receivers in the game because they block all the time. With Debord it is more of a running offense with either Hurd, Kamara or Dobbs. And that is fine. But you have to have a passing game especially if you are going to go no huddle. Very hard on your defense in the 4th if your running no huddle and go run, run, pass, punt. Butch's offense is great if you mix it up like GA game last year, but it makes it tough on your defense if you go conservative and keeps your defense on the field whole 2nd Half like OU and FLA last year. It is more on the OC's play calling as much as it is a receiver coach problem, IMO.
