OT: any electricians on the board?

I measured the voltage in my house to be 127v. I am unsure if that is too high. I've reached out to lcub but no answer yet.

Also, I am having an issue with my backyard flood lights that controlled by a single switch. Voltage to the switch is fine (~127v) but I replaced the switch anyway. I also put new led bulbs in the fixtures. They flash on when I first flip the switch but then go off and stay off. Any insight is greatly appreciated!
