No question that Jones has upgraded the roster, but interesting to see when placed against all other programs. Unfortunately, with a roster that highly ranked, they also naturally point to the Vols underachieving, which also makes sense. Had they not had the low first year (Dooley year? - can't remember which year he left), they would be inside the top 10.
