Question on officials and blown calls

Ok I saw a game tonight that made me wonder. I saw a group of officials take a down and the team accepted the penalty. The screwed the pooch royally and a team got one less down than they should have. It did not have any bearing in the game as the team took it out of the officials hands. (Not to mention the call was wrong because the guy that called it didn't understand how they were lined up and just made it up after they converted).

My question is this. What could or would have happened if that would have caused the game to change? I am sure there would be absolutely nothing done about it but it was something that every fan there and both coaching staffs knew was wrong. They got the penalty you are supposed to replay the down but they gave them the penalty AND took the down. It wasn't a hard thing either. It wasn't some obscure rule that is never called. That call is made every game and they still gave them the penalty yardage and took the down.

They honestly didn't seem to care either. No discussion, none of the other officials that I know knew better stepped up and told the guy he was wrong.

Does the TSSAA actually do anything or do they just throw warm bodies out there that will just back each other up knowing the call is wrong?
