Question regarding playing in high recruiting area

Do the kids/recruits that live in area actually go to the game ? Seriously ? Or is it more important to play a big time school that’s ranked and on TV ?
The playing in a recruiting area maybe over rated ? Can the school give out free tickets to the high school players and their family on a neutral site ?
can they call it official if it is not a home game ?
