Rule changes to save college football...

College Football has become uncompetitive at the top level. 3-4 teams are all that can win a Natty. We need at least 10-15 with a chance to be a National sport again.

1. Reduce scholarships to 75. This alone would make all the difference by spreading out the talent.
2. Reduce quarters to 12:00 min. Fewer plays reduces the depth issues. Safer for players.
3. Total salary cap on coaching and support staff. Not crazy about this one but too much money difference between schools.
4. Limit ESPN to 30% of the games covered. Too much power hurts the game.
5. Increase "LEGAL" practice time. The Big schools cheat on this anyway by using technicalities.
6. Drug testing mandatory by independent party.
7. Allow pass interference and defensive holding 10 yards past the line of scrimmage.
8. Reduce targeting rules to 20 yards no ejections. Make it offensive players too.
9. Let players go pro out of high school.

Thoughts?

Any other ideas welcome.
