Should rebuilds be 3-5 years still with one time transfer

If it passes after this season, a competitive roster could be built quicker wouldnt you think? I guess it could work against you too if you lose playmakers.... thoughts? Think that this helps or hurts new coaches? Or just depends on the coach?
