Structurally, what can we do (if anything) to match Georgia in recruiting over the long term?

Brent noted on yesterday’s podcast that there’s no guarantee Georgia takes a step back. So, is there anything we can do over the long term to take a recruiting step forward? Acknowledging that we will not get there in the very short term, what would need to happen for us to recruit at Georgia’s level over the long term? Smart is obviously doing something different than his predecessor, so what can this current staff do different than it’s predecessors, if anything? Can we ever get there and, if not, why not? Geography, different Athletic Department visions, etc.?
