Many hospitals dispatched COVID-positive patients back to their nursing homes in anticipation of spikes. It's policy in LA County, and responsible for a HUGE number of deaths as a % of total deaths in NYC. It's speculated that half of all California's deaths are related to long-term care facilities. Sweden has a known issue.

I can't imagine why this was thought to be good policy.
