When someone says a site/media outlet has been "blackballed"

by a program such as UT, what exactly does that mean?

Are their credentials not accepted? Do they not get the same 1 on 1's as competing outlets?

Or does it mean their sources disappear so that they have no leads/inside info?

All of the above? Some of it?
