Who calls the shot is the big ???? for College Football 2020?

Is it going to be the governors? What happens if CA and say two other states won’t allow games to be played and others allow it? What happens if college Presidents make decisions for on-line classes for Fall Semesters say middle of June? Would this stop college football from playing in October say the virus fizzles out? Would an on-line Fall Semester put the next hope for a college football season in December or January if a Spring Semester is approved? Commissioners said yesterday in Pence meeting no football is played unless students are in classrooms. Sounds like whoever makes the decision on students being on campus is the decision maker for college football. What happens if you have some colleges agree to have students and some don’t? What do they do with scheduling to replace teams that their governors won’t let them play? What happens to all eligibility lost if season is cancelled? How do Athletic Departments survive with the big money losses?
