So Hitler declares war on us 3 days after the Japs bombed Pearl thus making the decision moot for FDR. If Hitler hadn't done this, what does FDR do? I think it's very reasonable to assume that we declare war on the Japs and leave Germany alone(understand they were Axis allies). We were very isolationist during this period...many wanted to avoid another European war, etc.
This sets-up another great hypothetical...with Hitler not having to worry about the US and a western front, does he defeat Russia or does Stalin still grind him down anyway? I say the Russians still win and then occupy all of Western Europe.
