How is this even a legitimate concern? Whoever has this concern is being completely absurd. Budget size would eliminate 99% of a very small candidate pool. I'd argue its much harder to manage a $17 million budget with limited resources than it is to manage a larger one. You can easily have a larger budget with less transactions and details than a smaller budget with more transactions and details. I would think that Blackburn's familiarity with the UT system and its processes and his experience with actually running an AD would overcome this weakness. This is how people move up in jobs otherwise you'd just have a bunch of retreads being ADs.
