Can you comment on this line from the War Room?

Maybe I'm reading too much into this, but it sure makes it sound as if the ball is in Tennessee's court, and if The Vols make "the ultimate determination" that they want him in Orange, then he'll be a Vol.
Is it accurate to say that Tennessee is his leader - IF they wanted to add him?
