So, I'm a dog lover. I'm not trying to judge anyone that chains/tethers their dog outside all day (although I think it's a really bad practice, but my guess is people typically just aren't aware). I just have a question for you folks: if I strongly disagree with the above practice, and I see that my neighbor is engaging in the practice, what should I do, if anything? Confront the neighbor? Call animal services? Anonymously deliver a document that spells out why the practice is wrong (and actually illegal in my city)?
