How long has the rule been in regarding OL

Maybe I misunderstood what I heard but seems the rule allowing OL to be 3 yards upfield on a pass play is ruining defensive football... A nightmare to read keys when OL are allowed to block upfield on pass plays... In the Pros they only get 1 yd...
