not that long ago, you could sign as many as you wanted but only 25 could enroll in school in August. then, one year Houston Nutt at Arkansas signed like 37 including many non-qualifiers, so the SEC stepped in with its own rule that you could only sign 28. but that was an SEC rule, not NCAA.
