New NCAA Kickoff Rule

Basically understand rule and reason but a kickoff now is a "live" ball and can be recovered by kickoff team. But what happens if receiver signals for fair catch and does not catch ball or signals "fair catch" and intentionally or unintentionally does not catch ball. Not specified in rule I read? JanR
