Officiating question in Packers-Hawks game.

On the play where the Seahawks OL player was called for a personal foul by hitting Clay Matthews late, shouldn't that have been a dead ball foul and the play should have counted? Would have been 3rd and 40 instead of 2nd and 40. Seahawks would have never scored on the fake field goal. Am I interpreting the rule correctly?
