six years ago, a close friend of my son's signed a baseball scholarship with the Vols. Prior to signing in the November signing period, he received an offer sheet from the university which spelled out in detail, reading like a contract what was covered in the scholarship. I read the offer and it was a legal document that read like a promissory note from a bank and was a couple of pages long. I also recall that the document had an expiration date, so it was most certainly a commitable offer. I suspect some offers are conditional and the conditions are in writing. If someone receives a "verbal" offer, it's not an offer.
