Question on covid deaths...how they are counted

I think both sides agree that deaths are being attributed to the virus, even to the people that had other conditions that could have caused the death, if they were positive for covid.
I then hear many say that many people are dying of the virus, but because they’re not tested, it’s not counted toward the virus’ casualties . Thus, almost a balance from each side.

My question is this.....Are there really people who are dying in their home because of this virus, without going to the hospital when their symptoms become severe?
If not, and they go to the hospital, are they not tested if they are showing any of the accompanying symptoms?

I do realize there are outliers on both sides and this is not a “prove a point “ thread. I’m honestly trying to wrap my head around some of this
