The committee could absolutely make a statement regarding OOC scheduling

Vs Conference titles. Either way, they're going to reward a 9 game conference schedule or they're going to punish a terrible OOC schedule. Washington has possibly the worst OOC schedule I've ever seen, but winning a conference title playing 9 games will trump it.
