Will people still be around campus/tailgating if there are no fans allowed?

I have season tickets but I never do parking passes. We already have a pretty good setup for parking/tailgating.

I'm guessing they refund the parking passes with the tickets if no fans, right? Curious if locals would show up and tailgate anyways? I personally won't be going to Knoxville for it. Just curious what people think.
