Brent Who Is hiring AD?

This is the puzzle for me.
The Chancellor spot is open and most likely hired early 2017. The VC/AD for the Chancellors most visible Department is open. Are you saying that others will hire? If so, seems like that would have a major impact on chancellor candidates. The one that offers and hires has the power, but the chancellor would be held accountable???
So who is hiring who?
