Which many of them are just as bad. Look at the teams that are known for consistently drafting well (not necessarily playing well although they are often synonymous).
They draft best player available over need. Example, our own Reggie Mckenzie took Khalil Mack (an unknown from Buffalo) over a QB. Now, need is still factored (those same Raiders took a QB in the second), but it is weighed second to getting the top players on their board. You don't just look at your roster and draft the players that you think you need. You look at how you grade the players, how deep a position class is, what you need, etc.
I think some of you might be really disappointed if you think Tennessee is going to go Corner/S/Wide Receiver with their top two picks. They will if they find value and they have near even grades on those guys for sure because need is valued. But, for example, if they have a huge grade on Allen, and he gets to them at five he will be the pick - same with Garrett/Barnett. There is a very real chance because the amount of good corners they go corner in the third round. They might have three wide outs with a first round grade. They might have none on their board.
