OT: Is this a phishing scam?

I know this is an odd time for an OT thread with the Currie announcement but this just happened.

So I get a call from 800-837-4966 (800-VERIZON) and I ignore as usual with 800 numbers. Ten seconds later it calls again so I answer and guy asks for me by name and wants to confirm my address. He has my old one and I give my new one for him to update. Then he says he is with Verizon and then quickly say he is with ATT. I had switched to ATT last November. He says they are giving me a credit on my bill and I just need to enter **21* 2403 1534 49# and then hit send on my cell.

I say wait are you with Verizon or ATT? He said ATT but said something about a merger and sharing cell towers or something. I say thanks and hang up. Not intending to call the code.

Ten minutes later a call from 800-225-5288 (800-CALL ATT) and a woman says she knows I had talked to Ian (presumably the other guy) and she wants to help me with the code to get my credit. I just said I don't need a credit and it sounds like a scam. She started to try to explain and I said to just give me a credit, I don't want to enter the code and call. She said that is how they confirm my identity. I just said I am not interested and hung up.

Obviously it is a scam but I was wondering if anyone else has had this happen.
