Assuming they don't get hammered, this was great for Ole Miss. They basically had a ton of free national recruiting advertisement time publicizing the undisputed fact that if you go play football there, the school will give you and your parents money. At other schools, there are rumors that you could get extra benefits, but at Ole Miss you know you're getting them. And your parents know they're going to get monthly payments. And everyone knows they can do it and admit to it without getting killed by the NCAA. How can every kid and parent knowing you're going to give them a payday hurt your recruiting?
