I was watching the rivals highlights of Diego Pounds and I almost laughed at the size of the linemen he was going against. The DL he was up against looked as if they might weigh 200 lbs max.
Going against some weak 200 DL and going up against 275 DL who are quick as cats is radically different.

What I am saying is I see why coaches like to see players in camps before offering so they can see who are the contenders and who are the pretenders because they will finally be going against competition that is more like what they will see every day in practice and worse in games.

If you think about the HS games you typically watch there are not many times you even see a OL or DL who gets an offer to an SEC calibur team and even less likely that you will ever see them going another linemen who is on the same level. You typically might see a OL on one team and perhaps a LB or DB on another or perhaps a RB but rarely a OL vs DL where they go head to head on most plays.
I think this is why Rivals and others are reluctant to give out high grades until they have seen these players in person and once they do their grade can jump so much.
